Gaining official stateless status is important as it allows you to stay legally in Tajikistan, obtain valid identity document, and eventually qualify for citizenship.&nbsp;<\/p>\n\n \n<div id=\"q-and-a-27\" class=\"wp-block-help-unhcr-q-and-a q-and-a q-and-a--always-open\"><div class=\"accordion\" id=unhcr-help-q-and-a-27 itemscope itemtype=\"https:\/\/schema.org\/FAQPage\">\n\n    <div class=\"wp-block-help-unhcr-q-and-a-inner q-and-a-inner accordion-item my-10 active\" id=\"qa-28\" data-item-content=\"q-and-a-item-1\" itemscope itemprop=\"mainEntity\" itemtype=\"https:\/\/schema.org\/Question\"><h3 class=\"accordion-header\" id=\"q-and-a-item-1\"><button class=\"accordion-button bg-info collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-qa-28-1\" aria-expanded=\"false\" aria-controls=\"collapse-qa-28-1\"><span class=\"accordion-count\">1<\/span><span class=\"q-and-a__box-title fw-bolder fs-3\">How to Apply for Stateless Status in Tajikistan?<\/span><\/button><\/h3>\n    <div id=\"collapse-qa-28-1\" class=\"accordion-collapse collapse\" aria-labelledby=\"q-and-a-item-1\" data-bs-parent=\"\">\n    <div class=\"accordion-body py-16 px-20\" itemscope itemprop=\"acceptedAnswer\" itemtype=\"https:\/\/schema.org\/Answer\">\n    <p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">Tajikistan does not yet have a dedicated law on statelessness, but people without any nationality can apply for legal status through the general residency and identity documentation procedures administered by the Ministry of Internal Affairs (MIA), specifically the Passport Registration Service.<\/span><span data-ccp-props=\"{}\"> <\/span><\/p><p class=\"wp-block-paragraph\"><b><span data-contrast=\"auto\">     1. Contact the Relevant Authority<\/span><\/b><span data-ccp-props=\"{}\"> <\/span><\/p><p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">To begin the process, contact the Passport Registration Service of the Ministry of Internal Affairs and state that you are stateless and would like to legalize your status.<\/span><span data-ccp-props=\"{}\"> <\/span><\/p><ul class=\"wp-block-list\"><li><span data-contrast=\"auto\">In Dushanbe, you can inquire at the Department of Visas and Registration or the Department on Citizenship and Work with Refugees (DCWR), located at 2 Abai Street, Dushanbe.<\/span><span data-ccp-props=\"{}\"> <\/span><\/li>\n<li><span data-contrast=\"auto\">In other regions, go to the local police passport registration office.<\/span><span data-ccp-props=\"{}\"> <\/span><\/li><\/ul><p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">You may be asked to complete an application form or provide a written statement describing how you became stateless or why you have no nationality.<\/span><span data-ccp-props=\"{}\"> <\/span><\/p><ol class=\"wp-block-list\"><li><b><span data-contrast=\"auto\"> Prepare and Submit Supporting Documentation<\/span><\/b><\/li><\/ol><p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">You should submit any documents that support your identity and demonstrate the lack of any nationality. These may include:<\/span><span data-ccp-props=\"{}\"> <\/span><\/p><ul class=\"wp-block-list\"><li><span data-contrast=\"auto\">An old Soviet passport (if available) or a birth certificate.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><span data-contrast=\"auto\">A letter or certificate from a foreign embassy or consulate confirming that you are not their citizen.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><span data-contrast=\"auto\">Proof of residence in Tajikistan, such as registration papers, utility bills, or rental agreements.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><span data-contrast=\"auto\">Witness statements or notarized affidavits from family or community members confirming your stateless status.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li><\/ul><p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">The burden is on the applicant to show that no state considers them a citizen under its laws. Authorities may contact foreign governments or embassies to verify.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/p><ol class=\"wp-block-list\"><li><b><span data-contrast=\"auto\"> Seek Legal Assistance (if needed)<\/span><\/b><\/li><\/ol><p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">In practice, applicants may have difficulty obtaining proof of non-nationality, especially from foreign embassies. According to national law, stateless persons enjoy the same freedoms and duties as citizens, except in cases where the law specifies otherwise.<\/span><span data-ccp-props=\"{}\"> <\/span><\/p><p class=\"wp-block-paragraph\"><b><span data-contrast=\"auto\">Your rights as stateless person in Tajikistan<\/span><\/b><span data-ccp-props=\"{}\"> <\/span><\/p><p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">As a stateless person with legal status in Tajikistan, you have the right to:<\/span><span data-ccp-props=\"{}\"> <\/span><\/p><ul class=\"wp-block-list\"><li><b><span data-contrast=\"auto\">Live in Tajikistan legally:<\/span><\/b><span data-contrast=\"auto\"> You will receive a residence permit, which acts as your official ID and confirms your legal status in the country.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Move freely within Tajikistan:<\/span><\/b><span data-contrast=\"auto\"> There are no area restrictions for stateless persons. You can live in any region, as long as you register your address with the local authorities.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Work and start a business:<\/span><\/b><span data-contrast=\"auto\"> You are allowed to work without a separate work permit. You can be employed, run your own business, or be self-employed, like any other resident.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Access education:<\/span><\/b><span data-contrast=\"auto\"> You and your children can attend schools and universities on the same terms as Tajik citizens.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Use healthcare services:<\/span><\/b><span data-contrast=\"auto\"> Public health facilities are available to you. You may need to pay standard fees, but you will be treated the same as local residents.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Receive social support:<\/span><\/b><span data-contrast=\"auto\"> If you qualify, you may access government assistance or programs for low-income or vulnerable families, just like other residents.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Rent and own property:<\/span><\/b><span data-contrast=\"auto\"> You can rent housing and own personal property. You may also buy an apartment or house, although owning land directly is restricted.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Register your children\u2019s citizenship:<\/span><\/b><span data-contrast=\"auto\"> If your child is born in Tajikistan and you hold a permanent residence permit, the child will usually receive Tajik citizenship at birth.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Apply for citizenship:<\/span><\/b><span data-contrast=\"auto\"> After living in Tajikistan with a residence permit for 2.5 years, you can apply for Tajik citizenship through a simplified process.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li><\/ul><p class=\"wp-block-paragraph\"><b><span data-contrast=\"auto\">Your obligations as stateless person in Tajikistan<\/span><\/b><span data-ccp-props=\"{}\"> <\/span><\/p><p class=\"wp-block-paragraph\"><span data-contrast=\"auto\">With legal status come responsibilities. As a stateless person in Tajikistan, you are expected to:<\/span><span data-ccp-props=\"{}\"> <\/span><\/p><ul class=\"wp-block-list\"><li><b><span data-contrast=\"auto\">Follow all national laws:<\/span><\/b><span data-contrast=\"auto\"> You must obey the laws of Tajikistan, including civil, criminal, and administrative rules.<\/span><span data-ccp-props='{\"335559739\":0}'> <\/span><\/li>\n<li><b><span data-contrast=\"auto\">Keep your documents valid:<\/span><\/b><span data-contrast=\"auto\"> Make sure your residence permit is renewed on time. Stateless people can apply after only 2.5 years of permanent residence (half the normal period).
