It allows eligible individuals in exceptional situations of mass displacement to receive immediate protection in an EU Member State, such as Bulgaria, without applying for international protection through the standard procedure. Temporary Protection allows access to shelter, social welfare assistance, medical care, education, and the ability to work without a permit.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-help-unhcr-q-and-a-inner q-and-a-inner accordion-item my-10 active\" id=\"qa-2\" data-item-content=\"q-and-a-item-2\" itemscope itemprop=\"mainEntity\" itemtype=\"https:\/\/schema.org\/Question\"><h3 class=\"accordion-header\" id=\"q-and-a-item-2\"><button class=\"accordion-button bg-info collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-qa-2-2\" aria-expanded=\"false\" aria-controls=\"collapse-qa-2-2\"><span class=\"accordion-count\">2<\/span><span class=\"q-and-a__box-title fw-bolder fs-3\">Eligibility for Temporary Protection<\/span><\/button><\/h3><div id=\"collapse-qa-2-2\" class=\"accordion-collapse collapse\" aria-labelledby=\"q-and-a-item-2\" data-bs-parent=\"\"><div class=\"accordion-body py-16 px-20\" itemscope itemprop=\"acceptedAnswer\" itemtype=\"https:\/\/schema.org\/Answer\">\n<p>You can receive temporary protection if you are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ukrainian citizens residing in Ukraine before February 24, 2022<\/li>\n\n\n\n<li>Stateless persons or third-country nationals other than Ukraine who were granted international protection or other equivalent protection in Ukraine before 24 February 2022.<\/li>\n\n\n\n<li>Family members* of the above categories of persons.<\/li>\n\n\n\n<li>Stateless persons or third-country nationals other than Ukraine who can prove that they were legally residing in Ukraine before February 24, 2022, based on a valid permanent residence permit issued in accordance with Ukrainian law, and are unable to return permanently to their country or region of origin under safe conditions.<\/li>\n<\/ul>\n\n\n\n<p><strong>*Family Members<\/strong>&nbsp;include spouses, partners, minor unmarried children, and other close relatives, for example parents, dependent on you.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-help-unhcr-q-and-a-inner q-and-a-inner accordion-item my-10 active\" id=\"qa-2\" data-item-content=\"q-and-a-item-3\" itemscope itemprop=\"mainEntity\" itemtype=\"https:\/\/schema.org\/Question\"><h3 class=\"accordion-header\" id=\"q-and-a-item-3\"><button class=\"accordion-button bg-info collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-qa-2-3\" aria-expanded=\"false\" aria-controls=\"collapse-qa-2-3\"><span class=\"accordion-count\">3<\/span><span class=\"q-and-a__box-title fw-bolder fs-3\">Validity of your Temporary Protection<\/span><\/button><\/h3><div id=\"collapse-qa-2-3\" class=\"accordion-collapse collapse\" aria-labelledby=\"q-and-a-item-3\" data-bs-parent=\"\"><div class=\"accordion-body py-16 px-20\" itemscope itemprop=\"acceptedAnswer\" itemtype=\"https:\/\/schema.org\/Answer\">\n<p>Temporary protection is granted until <strong>4 March 2027<\/strong>. Temporary protection shall be terminated on expiry of the period for which it was granted or by an explicit decision of the Council of the European Union. The validity of the current registration cards is extended until April 30. A new card template has also been approved.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-help-unhcr-q-and-a-inner q-and-a-inner accordion-item my-10 active\" id=\"qa-2\" data-item-content=\"q-and-a-item-4\" itemscope itemprop=\"mainEntity\" itemtype=\"https:\/\/schema.org\/Question\"><h3 class=\"accordion-header\" id=\"q-and-a-item-4\"><button class=\"accordion-button bg-info collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-qa-2-4\" aria-expanded=\"false\" aria-controls=\"collapse-qa-2-4\"><span class=\"accordion-count\">4<\/span><span class=\"q-and-a__box-title fw-bolder fs-3\">Rights of Temporary Protection holders<\/span><\/button><\/h3><div id=\"collapse-qa-2-4\" class=\"accordion-collapse collapse\" aria-labelledby=\"q-and-a-item-4\" data-bs-parent=\"\"><div class=\"accordion-body py-16 px-20\" itemscope itemprop=\"acceptedAnswer\" itemtype=\"https:\/\/schema.org\/Answer\">\n<p>In Bulgaria, persons under temporary protection <strong>have the following rights<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Right to remain on the territory of the Republic of Bulgaria;<\/li>\n\n\n\n<li>Right to written information in an understandable for you language about the rules and conditions of temporary protection;<\/li>\n\n\n\n<li>Right to a temporary protection registration card for the period of the protection;<\/li>\n\n\n\n<li>Right to reuniting with your family;<\/li>\n\n\n\n<li>Right to work and the right to receive professional education;<\/li>\n\n\n\n<li>Right to education, including pre-school, school and higher education;<\/li>\n\n\n\n<li>Right to appropriate accommodation or to funds for accommodation if needed;<\/li>\n\n\n\n<li>Right to social aid;<\/li>\n\n\n\n<li>Right to health insurance.<\/li>\n<\/ul>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-help-unhcr-q-and-a-inner q-and-a-inner accordion-item my-10 active\" id=\"qa-2\" data-item-content=\"q-and-a-item-5\" itemscope itemprop=\"mainEntity\" itemtype=\"https:\/\/schema.org\/Question\"><h3 class=\"accordion-header\" id=\"q-and-a-item-5\"><button class=\"accordion-button bg-info collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-qa-2-5\" aria-expanded=\"false\" aria-controls=\"collapse-qa-2-5\"><span class=\"accordion-count\">5<\/span><span class=\"q-and-a__box-title fw-bolder fs-3\">Staying in Bulgaria &#8211; Applying for Temporary Protection<\/span><\/button><\/h3><div id=\"collapse-qa-2-5\" class=\"accordion-collapse collapse\" aria-labelledby=\"q-and-a-item-5\" data-bs-parent=\"\"><div class=\"accordion-body py-16 px-20\" itemscope itemprop=\"acceptedAnswer\" itemtype=\"https:\/\/schema.org\/Answer\">\n<p>As opposed to the individual application for international protection, managed by the State Agency for Refugees (SAR), you can submit your the application for temporary protection both at <a href=\"https:\/\/aref.government.bg\/%D1%82%D0%B5%D1%80%D0%B8%D1%82%D0%BE%D1%80%D0%B8%D0%B0%D0%BB%D0%BD%D0%B8-%D0%BF%D0%BE%D0%B4%D0%B5%D0%BB%D0%B5%D0%BD%D0%B8%D1%8F\" target=\"_blank\" rel=\"noopener\">SAR registration-reception centers<\/a>, and also to officials of the Ministry of Interior at the border police or regional departments of the Ministry of Interior on the territory of Bulgaria. The state employees will take your personal and biometric data, then generate a Personal Foreigner\u2019s Number (PFN\/\u041b\u041d\u0427) and issue you a temporary registration document with your photo.<\/p>\n\n\n\n<p>For more information on where you can register your application for temporary protection, see <a href=\"https:\/\/aref.government.bg\/sites\/default\/files\/2023-10\/%D0%BC%D0%B5%D1%81%D1%82%D0%B0%20%D0%B7%D0%B0%20%D0%BF%D1%8A%D1%80%D0%B2%D0%BE%D0%BD%D0%B0%D1%87%D0%B0%D0%BB%D0%BD%D0%B0%20%D1%80%D0%B5%D0%B3%D0%B8%D1%81%D1%82%D1%80%D0%B0%D1%86%D0%B8%D1%8F%20%D1%81%20%D0%B2%D1%80%D0%B5%D0%BC%D0%B5%D0%BD%D0%BD%D0%B0%20%D0%B7%D0%B0%D0%BA%D1%80%D0%B8%D0%BB%D0%B0.pdf?fbclid=IwAR3PEiXmf3UbnTEuLJR0CP2DODJxIgQ0EH0qtsM2Hp2C_xE54Q0_N7ZVqKM\" target=\"_blank\" rel=\"noopener\">List of registration offices for temporary protection<\/a>.<\/p>\n\n\n\n<p><strong>Address card<\/strong><\/p>\n\n\n\n<p>When you first register for temporary protection, and also to exercise your rights as a person with temporary protection, you might be asked to provide an address where you will live in Bulgaria and to fill in an address card.<br>\nYou need to fill in this card at the police station in the place where you want to settle. They will give you a sample address card at the desk, and you will need to fill in 2 identical address cards.<\/p>\n\n\n\n<p>In addition to the address card, <strong>you will need the following documents<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Your passport*<\/li>\n\n\n\n<li>A rent agreement for the place where you will live or a notarised declaration from the landlord that he agrees you to live in their apartment.<\/li>\n<\/ul>\n\n\n\n<p><strong>Important! <\/strong> If you are accommodated under the State Humanitarian Aid Programme for Refugees from Ukraine, the address card is completed by the managers of the place where you are accommodated. Similarly, if you are staying in a hotel, this hotel will also automatically submit data to the police with a completed address card and information about your name as it is written in your passport, date and year of birth, citizenship, passport number.<\/p>\n\n\n\n<p>*In cases where a passport is not available, please visit the nearest <a href=\"https:\/\/aref.government.bg\/%D1%82%D0%B5%D1%80%D0%B8%D1%82%D0%BE%D1%80%D0%B8%D0%B0%D0%BB%D0%BD%D0%B8-%D0%BF%D0%BE%D0%B4%D0%B5%D0%BB%D0%B5%D0%BD%D0%B8%D1%8F\" target=\"_blank\" rel=\"noopener\">SAR registration-reception center<\/a>.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-help-unhcr-q-and-a-inner q-and-a-inner accordion-item my-10 active\" id=\"qa-2\" data-item-content=\"q-and-a-item-6\" itemscope itemprop=\"mainEntity\" itemtype=\"https:\/\/schema.org\/Question\"><h3 class=\"accordion-header\" id=\"q-and-a-item-6\"><button class=\"accordion-button bg-info collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-qa-2-6\" aria-expanded=\"false\" aria-controls=\"collapse-qa-2-6\"><span class=\"accordion-count\">6<\/span><span class=\"q-and-a__box-title fw-bolder fs-3\">Temporary Protection Re-registration <\/span><\/button><\/h3><div id=\"collapse-qa-2-6\" class=\"accordion-collapse collapse\" aria-labelledby=\"q-and-a-item-6\" data-bs-parent=\"\"><div class=\"accordion-body py-16 px-20\" itemscope itemprop=\"acceptedAnswer\" itemtype=\"https:\/\/schema.org\/Answer\">\n<p>If you already have temporary protection in Bulgaria and your registration card expires, you can <strong>re-register and obtain a new registration card that will be valid until 4 March 2027<\/strong>.<\/p>\n\n\n\n<p>Your old card will be considered valid until 30 April 2026, but if, for essential reasons, you miss this deadline, you will have the option to re-register even after it. You can re-register both before and after 30 April 2026.<\/p>\n\n\n\n<p>Re-registration does not happen automatically, but only at your own initiative.<\/p>\n\n\n\n<p>The new card will look as follows:<\/p>\n\n\n\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1671\" src=\"https:\/\/help.unhcr.org\/bulgaria\/wp-content\/uploads\/sites\/96\/2026\/02\/%D0%9D%D0%B0%D1%81%D1%82%D0%BE%D1%8F%D1%89-%D0%B0%D0%B4%D1%80%D0%B5%D1%81_page-0001_0-768x900.jpg\" alt=\"\" width=\"1775\" height=\"2560\"><\/p>\n\n\n\n<p>You should submit:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>An application form<\/strong> for renewal of your registration card. The application form will be provided to you on-site.<\/li>\n\n\n\n<li>You might also be asked to provide proof of address<\/li>\n\n\n\n<li>National ID document<\/li>\n\n\n\n<li>Your old registration card.<\/li>\n<\/ul>\n\n\n\n<p><strong>Until April 30, 2026<\/strong>, you can re-register either at a territorial division of the State Agency for Refugees or at the nearest regional directorates of the Ministry of Internal Affairs in the country. Follow the State Agency for Refugees website for a complete list of re-registration locations.<\/p>\n\n\n\n<p>The territorial divisions of the State Agency for Refugees where you can re-register are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the Ovcha Kupel registration and reception center (Address: 1618 Sofia; Ovcha Kupel residential district, 21-A Montevideo Str.)<\/li>\n\n\n\n<li>Banya registration and reception center (8914 Banya village, Nova Zagora Municipality, 17 Mineralni bani)<\/li>\n\n\n\n<li>Pastrogor transit center (6519 Pastrogor village, Svilengrad Municipality)<\/li>\n\n\n\n<li>Harmanli registration and reception center (6450 Harmanli, 23 \u201cDruzhba\u201d St.)<\/li>\n<\/ul>\n\n\n\n<p><strong>After April 30, 2026<\/strong>, re-registration can only be carried out in the territorial divisions of the State Agency for Refugees.<\/p>\n\n\n\n<p>The extension of the validity of your Temporary Protection residence permit until 4 March 2027 is based on Decision No. 190 of 17 February 2026 by the Council of Ministers, which amends Decision No. 144 of 10 March 2022 on granting temporary protection to displaced persons from Ukraine. Additionally, by Decision No. 191 of 17 February 2026, which amends Decision No. 642 of 2016, the validity period of the registration cards already issued to persons with temporary protection was extended until 30 April 2026.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-help-unhcr-q-and-a-inner q-and-a-inner accordion-item my-10 active\" id=\"qa-2\" data-item-content=\"q-and-a-item-7\" itemscope itemprop=\"mainEntity\" itemtype=\"https:\/\/schema.org\/Question\"><h3 class=\"accordion-header\" id=\"q-and-a-item-7\"><button class=\"accordion-button bg-info collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-qa-2-7\" aria-expanded=\"false\" aria-controls=\"collapse-qa-2-7\"><span class=\"accordion-count\">7<\/span><span class=\"q-and-a__box-title fw-bolder fs-3\">FAQ on Program for Humanitarian Support and Integration of Displaced Persons from Ukraine granted Temporary Protection in the Republic of Bulgaria (1 May 2025)<\/span><\/button><\/h3><div id=\"collapse-qa-2-7\" class=\"accordion-collapse collapse\" aria-labelledby=\"q-and-a-item-7\" data-bs-parent=\"\"><div class=\"accordion-body py-16 px-20\" itemscope itemprop=\"acceptedAnswer\" itemtype=\"https:\/\/schema.org\/Answer\">\n<p><strong>1. What kind of support is offered through the programme?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The programme provides support for the temporary accommodation and integration of eligible individuals.<\/li>\n<\/ul>\n\n\n\n<p><strong>2. Who is eligible for this programme?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Displaced persons from Ukraine granted temporary protection with first registration in Bulgaria after 24.02.2022.<\/li>\n<\/ul>\n\n\n\n<p><strong>3. How can I apply to receive accommodation support through the programme?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If you are eligible to benefit from the programme, you will first be settled in a Transit Reception Centre in the town of Elhovo for a period of up to 14 days. When in the transit centre, your name and details (ID document number, date of birth, place of residence in Ukraine on the date of departure) will be included in the list of people seeking accommodation support.<\/li>\n\n\n\n<li>The list will be provided to a Working Group in Sofia, which on a weekly basis allocates displaced persons to an accommodation facility, taking into account their health and social status.<\/li>\n\n\n\n<li>After the Working Group is ready with the allocation in the accommodation facilities, this information is sent back to the transit centre where staff will inform you of the outcome right away.<\/li>\n<\/ul>\n\n\n\n<p><strong>4. How long is accommodation support provided for?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For persons who do not fall into a risk group \u2013 for a single period of 60 (sixty) days, within the duration of the temporary protection.<\/li>\n\n\n\n<li>Persons assessed to be at risk \u2013 for the entire period of temporary protection (currently until March 2026).<\/li>\n<\/ul>\n\n\n\n<p><strong>5. What happens once the sixty days expire?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You cannot extend your stay, if you are not considered to be at-risk.<\/li>\n\n\n\n<li>You cannot reapply for accommodation for a new period of sixty days.<\/li>\n\n\n\n<li>You may continue to reside in the accommodation facility provided by the programme at your own expense, paying the rates set by the facility.<\/li>\n\n\n\n<li>You may apply to be included in the at-risk group to continue residing in the accommodation facility provided by the programme.<\/li>\n<\/ul>\n\n\n\n<p><strong>6. Who is considered to be at-risk (thus, be allowed to benefit from accommodation for the whole duration of the temporary protection)?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a child aged 0 to 12, accompanied by a single parent or other adult;\n<ul class=\"wp-block-list\">\n<li>the parent or the adult, caring for the child, as well as the parent\u2019s other minor children are also considered at-risk.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>a child from 12 to 16 years of age, accompanied by one parent or another adult caring for the child, when school enrolment application is submitted to the respective Regional Education Administration, but it has not yet referred the child to a specific school;\n<ul class=\"wp-block-list\">\n<li>the parent or the adult, caring for the child, as well as the parent\u2019s other minor children are also considered as at-risk.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>a pregnant woman, after the third month of pregnancy, when this is certified by a medical document issued by a competent authority in the Republic of Bulgaria;<\/li>\n\n\n\n<li>a person with a permanent disability established by a competent authority in the Republic of Bulgaria (this is the so called TELKs \u2013 Territorial Expert Medical Commissions, which examine medical files), as well as a person who has submitted an application to the TELK (until the issuance of the final decision).<\/li>\n\n\n\n<li>\u0430 person with a mental illness certified by a medical document from a competent authority in the Republic of Bulgaria;<\/li>\n\n\n\n<li>a person caring for a seriously ill family member, including a person with a mental illness who is dependent on someone else\u2019s care;<\/li>\n\n\n\n<li>a person aged 65 or over, and the spouse of that person, if aged 60 or over and retired under Ukrainian law.<\/li>\n<\/ul>\n\n\n\n<p><strong>7. What is the application process to be considered at-risk?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>To be considered at risk, you must complete an assessment form and submit it to the respective Social Assistance Directorate. If you newly arrived, the form will be provided to you in the transit centre. If you are a person already benefitting from accommodation, you should submit the form to Social Assistance Directorate covering the location of the facility where you are accommodated.<\/li>\n<\/ul>\n\n\n\n<p><strong>8. How long will the process take?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Within 14 days, the Social Assistance Directorate will assess your eligibility. If you are in the transit centre and your request is approved, within 10 days you will be placed in an accommodation facility. For further support with this process, you can reach out to one of the COMPASS centres <a href=\"https:\/\/help.unhcr.org\/bulgaria\/assistance-and-services\/protection-and-inclusion-centers\/\">here<\/a>.<\/li>\n<\/ul>\n\n\n\n<p><strong>9. What happens if I do not accept an offered accommodation and\/or do not move in within 10 days of the offer notification?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The accommodation proposal will be withdrawn, and you or your family cannot reapply for aid under this programme again. The only exception is if you are already in an accommodation and experience an event which would make you eligible to be part of a risk group.<\/li>\n<\/ul>\n\n\n\n<p><strong>10. In which cases provision of accommodation support will be terminated?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If you leave the territory of the Republic of Bulgaria for more than 30 consecutive calendar days;<\/li>\n\n\n\n<li>If there is withdrawal or termination of temporary protection;<\/li>\n\n\n\n<li>If you refuse the temporary protection granted in the Republic of Bulgaria;<\/li>\n\n\n\n<li>If you pass away;<\/li>\n\n\n\n<li>If you are absent from the Republic of Bulgaria due to a trip to a country other than Ukraine, lasting not more than 30 consecutive calendar days, without a justified reason such as necessity of medical treatment of the person, death or treatment of a family member;<\/li>\n\n\n\n<li>If there is a decision of the medical expert bodies which does not establish a permanent disability.<\/li>\n<\/ul>\n\n\n\n<p><strong>11. What should I do if I need to leave Bulgaria?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You need to inform the Working Group of your planned absence.<\/li>\n\n\n\n<li>If you are leaving the country because of a medical necessity or other justifiable reason, you will need to provide additional documents, justifying your leave, in Bulgarian.<\/li>\n<\/ul>\n\n\n\n<p><strong>12. Does the programme assist with transportation to the allocated accommodation?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You must organise your own transport to the allocated accommodation. However, if you suffer from a serious physical or mental illness, have a disability, are of old age, or are unable to arrange your own transport, and you referred to these circumstances in the assessment form, the programme will support with transportation as well.<\/li>\n<\/ul>\n\n\n\n<p><strong>13.
