If you are an asylum seeker and have to travel abroad, you must inform CONARE about your travel plans by following the step-by-step instructions below. Within a year, you will only be able to stay outside the country for up to 90 days. If the 90-day limit is exceeded, the asylum claim will be filed. In addition, before returning to Brazil, the applicant must apply for a new Brazilian visa.

SEI is in Portuguese, so we put here the step by step highlighting the words in Portuguese in quotes so that you can identify when filling out the petition:

Step 1 – Make your registration at SEI according to the instructions in the manual available at the link.

Step 2 – On the left side, in “peticionamento”, choose the option “processo novo”, and, in the “tipo de processo”, choose “Refúgio: Autorização/Comunicação de Viagem”.

Step 3 – In “especificação”, put “Autorização/Comunicação de Viagem”

Step 4 – Under “documentos”, click on “Pedido de Autorização/Comunicação de Viagem”

Step 5 – Then a form will open, which you must fill in Portuguese, English or Spanish. When finished, click on “salvar”. Remember that as you are an asylum seeker, you will need to enter your protocol number.

Step 6 – When saving your form, click on “peticionar” to finish your travel communication.

If you purchased your ticket without knowing that you needed a travel authorization, contact CONARE as soon as possible.

In most cases, the recognized refugee can travel abroad without an official authorization from CONARE, provided he carries the emergency passport (yellow passport) issued by the Federal Police.

There are, however, three cases, three cases in which you must apply for this authorization:

• When you travel to your home country;
• When you intend to travel, to any destination, lasting more than 12 (twelve) months;
• In case the refugee uses the passport of his country of nationality.

In the above cases, express authorization from CONARE is required. The request must be made at least 60 days before the scheduled travel date. In the event of an emergency, you should contact CONARE and explain the special circumstances of your situation.

Step 6 – Click on “escolher arquivo” and attach the scanned copy of your RNE / CRNM (front and back);

Step 7 – In “tipo de documento” select the type of document that you attached and in “complemento do tipo de documento” write which was the chosen document, even if the two fields are the same.

Step 8 – In “formato” select the option “Digitalizado” and then click “Adicionar”.

Step 9 – In “Conferência com o documento digitalizado” choose the option of your case, for example: digitization of certified copy, simple copy etc.

Step 10 – Finally, click on “peticionar”.
